GE refridgerator hot on outside

I have a GE side by side fridge model#gss25tgma/serial#fa415890.
on the outside side of the freezer it is hot to touch.the freezer at times does not keep ice cream frozen.but most other stuff stays frozen.any help locating problem would be greatly appreciated.

How long has it had this problem. It will probably get worse pertty quick. I would check for ice build up on the evaporator coils behind the back panel of the freezer. If there is ice check the defroster timer and the defrost heater.
