I'm looking for a new dishwasher and the repairman for my old one
told me to get a basic machine without the electronic controls to save
money. My question concerns the energy star. Does that really make
a difference on the cost of running your machine. Most of the basic models
don't have energy star. Any help would be appreciated.

I moved your message to the Appliance Repair forum, you have a better chance of getting replies that way.
Here's my opinion. The electronic controls can be cool, and sometimes may provide a feature you like that the manual controls don't. However, the electronic controls are yet another thing that can break, costing you money. So unless you need that extra feature, sure, save money by going with the manual version.
Energy Star is just a labelling indicating that the appliance meets certain energy consumption requirements. All new appliances should have a yellow tag on it giving you an estimate of the energy consumption, and an estimate of the cost to run the appliance every year. You can use that to compare the "lifetime" cost of the appliances you are considering.
