Yea, install Windows XP (SP2) w/IE 7.0.
I'm suprised your ISP even provides support to WIN98, I know MS doesn't any more.

Both can be downloaded from Mircosoft.com, just follow the instructions as you go.

All the windows systems, 98, XT, 2000 and xp are systems microsoft sell to computer manufactures and are included on the computer when you buy it. If you want to upgrade you have to buy the system on a disc. they're not cheap.
A computer as old as yours probably isn't big enough to use xp anyway. They also have just come out with a new system (vista I believe) which will probably be on new computers. When you upgrade with a new system or a new computer your hardware you have now probably won't work on the new system. Printers, scanners etc. You have to get new drivers to make them work but these are free from the hardware companies, if they are available.

I would save up my money and buy a new computer.
