Kenmore Clothes Washer Has Intermittent Drain Problem

My several-years-old Kenmore top-load clothes washer (Model 110.92273800) has developed this problem:

About half the time I use the "Permanent Press" cycle, the final spin
leaves the clothes wet and about one inch of water at the bottom, the
other half the time the spin out works okay.

However, the "Normal" and "Heavy Duty" cycles always spin out okay.

Could this be a timer problem, or is this more likely related to
some other component ?

You probably have a shorter spin period in the permanent press cycle. You can verify by comparing this cycle period to others.
Also make sure it actually spins in the permanent press cycle.
