Jenn-Air Cooktop Not Heating Up - 1 Burner

We own a JEC9530AD Jenn-Air cooktop which has 5 electric burners. Just one of the 5 will not reach boiling temperature. It will warm up but not reach any high temperature. I'm not familiar with these types of cooktops and our top is just 3 years old. Any thoughts on the nature of the problem?

Some models use a two stage element and if only one of two stages works, you get the described problem.

The control may also have failed.

Also loose connections are always a possibility.
