Kitchenaid under the counter icemaker

Hello,I have a Kitchenaid under the counter icemaker.It is the circulating water type .My problem is that the water bin is not filling up all the way and the pump is making a surging sound like it lost its prime.If Ishut it off and turn it back on ,it fills the water bin but continues to overflow but then sometimes it will work properly.Does Anyone have an idea what is causing this?
