I have a switch controlled outlet that will not go out after tripping each one of the circuit breakers.
I'm installing a ceiling fan and would like to use this switch. But, I can't seem to de-energize it.

You might have a sub panel in addition to your main panel. Sometimes you have a panel inside your home and another outside. Also, if you had an addition built onto your home you may have an additional panel.

The most likely ways you could have a circuit that could not be de-energized is if there was an electrical short in the panel, the breaker was defective, the connection was made to your neighbors electrical system (to reduce your utility bills), or the circuit is hot wired to the main service without a breaker (a possibility so absurdly dangerous and unacceptable that I just can't imagine it being done).

I recommend you turn off the main breaker and then check if the circuit is de-energized. If not, look for another panel and shut off it's main breaker. If the circuit is still hot, you need an electrician.

If it is de-energized. then turn the main back on and experiment again with the individual circuit breakers. If none will shut off the circuit, then you need an electrician.
