Hot water heater

Hello, 50 gal wtr heater. Pressure relief valve in the down position, but water is running through relief pipe outside of the house . what can I do to make water stop running. It has been two days. Starting to worry.

To stop the water and to work on the problem cut power off to heater and turn water off where it goes into water heater. Work the relief valve up and down several times to see if it will free it up. Turn the water back on to see if it's still running through valve. Water that is too hot will cause it to open and high water pressure can cause it to leak. If it's still leaking and you know the water is not too hot it's probably needs a new valve.
