whistling noise on most fixtures

My pipes will make a whistling sound when a faucet is turned on hot or cold or most toilets. Not all faucets or all toilets. I can't seem to find a similar problem on this or other forums. Any help on a possilble place to start trouble shooting would be appreciated.

probably the PRV. do you have high pressure and are you on county water.
high pressure associated with water mains that move around 5 feet per second can cause this problem. sometimes 2 PRV's installed together inline are needed to remedy problem.
