Dishwasher with no lower water

My dishwasher will not spray from the lower tower. The upper tower seems to work fine. I spun the lower tower with no problems and cleaned it out. Why would only the upper tower rotate and not the lower?

It sounds like water may not be getting to it. Since it spins and you cleaned it out, the problem is probably farther back in the water supply line or the connection to the water pump. For these, you will have to get under the dishwasher to access the related parts.
