Phantom Flush

I have unsuccessfully tried to fix a phantom flush. I have replaced the flapper, and subsequently the seal the flapper seats with but the phantom flush continues. I can see the water leaking into the bowl. There is no water on the floor. What next?

Is this a one piece toilet or a standard 2 piece toilet?
what type of flapper did you install? hopefully not the type that sticks in place with the putty substance that comes with the hard imitation rubber flapper.
