toilet does not flush completely

We had a toilet tank that was slow to fill. A plumber installed a new gasket to have the tank fill faster. Now the toilet does not empty completely. Could there be any connection? the toilet will flush completely with a bucket of water. We have tried to clean out the holes under the lip of the toillet. They were not plugged.
