dishwasher problem

I have a G.E. Potscrubber 830 , about 12 years old. The problem I'm having is most times(not always) the pump seems to just recirculate the water already in the washer with not enough pressure to spray and spin arms. At least that looks like what it is doing because the water is soapy and cold and closing the supply valve does not affect it at all. Every once in a while(mostly when I have the door open looking in) pressure is fine and spraying everywhere, esp. in my face. Any help greatly appreciated.

Empty the washer and start a wash cycle. The washer should fill for 40 to 80 seconds and water level should be just below the heater. If much lower than that, and the water fill period is ok, I would clean the screen out of the water valve.
