I have an amana fridge with the freezer on the bottom, but the top part will not cool. I have had this problem once before, and the repair man said it was a loose wire on the defroster. Now my fridge is doing this again and I was trying to get a little help so that I do not have to pay a repair man. I need to know where to look to fix the problem.

The cold air in the freezer is circulated to the fridge to cool it. When the freezer is cold but not the fridge, it usually has something to do with the ability for cold air to circulate.
If the fridge is overfilled or has stuff packed next to the vent, that can be one cause.
The door seals can allow warm air to leak in. Check the door seals for a tight seall all the way around the door.
Since the repairman told it was a loose wire, the air flow was probably blocked by ice build up in the vent. The defrost wasn't melting the ice so it built up until it blocked the vent.
You need to check the vents for free air flow, check the door seals for leaks and make sure the fridge is not over filled.
