The following is a reprint from our Ask the Expert feature on AcmeHowTo.com (http://www.AcmeHowTo.com):
Question: My circuit breaker went off, I reset it and still no juice. All the other breakers work except the one that won't reset. What can I do, it is to my fridge I need advice. Thanks!
Answer: First, did you flip it all the way to the "OFF" position before flipping it on? It usually will rest in middle when it is tripped.
If that isn't it, then unplug everything plugged into that circuit (maybe just the fridge is on the circuit) and then try the breaker again. Take a look at our page on circuit breakers (http://www.acmehowto.com/howto/homemaintenance/electrical/circuitbreakers.php).
