I have a sony turntable. It is not a high end componet but it works fine other than the sound. It has a built in amp but I have to turn up the volume on the receiver to sound as loud as when I'm playing a cd. I was wondering if I bought a phono amp would it make a difference?

I haven't owned a turntable for over 20 years - wow where does the time go.
Anyway, are you using a receiver/amp that has an input labelled as "Phono" or have you plugged it into a some other component input?
Also, you identify the turntable as having its own amp, something I am not familiar with. Is that a a very standard feature on newer turntables or is that the same as older TT's?

I had this same problem with a REALLY old technics tt. if your reciever has an input labled PHONO, that is where it needs to go. The phono input on my reciever has an automatic volume adjuster built into it. Also, if your turntable has a ground cable, screw it into one of the screws on your reciever case. That cuts down on interference.
