I am an electrical moron and need help!
Lost power to one room a few days ago and just flipped all the breakers, that worked.
Plugged in the same outlet today and lost power to the room again this time flipping the breakers did not work. Is it the breaker ? how do I replace it?

Do you have any GFCI outlets around your home? They are those outlets that have a little "test" and "reset" button on them. They function much like a circuit breaker.
Often these GFCI outlets protect several outlets and if the GFCI trips, then all downstream outlets will lose power too. It isn't unusual for a GFCI to be located in a bathroom and be overlooked. The GFCI can be in some other part of the home and seem unrelated to the room where the pproblem exists.
If you have GFCI, I suggest you walk around and push reset on them to make certain this isn't the problem.
Next up, if that wasn't it, some circuit breakers can seem as though they are in the "on" position when they really aren't. When a breaker trips, you should push it all the way to the "off" position and then turn it back on. That will fully reset the breaker and restore power.
It is possible for the breaker to be bad, but it is also possible that whatever is tripping the breaker is still causing a problem and so the breaker will not reset. Unplug everything and turn off any lights on that circuit before trying to reset the breaker.
If it really does come down to the breaker, then they are replacable, but because of the danger involved, I wouldn't recommend it as a task for someone who doesn't have familiarity with a breaker panel.
