Would a weak circuit breaker cause the lights on that circuit to flicker?

When you say flicker do you mean on and off or dimmer then brighter?

Personally I've never seen a weak breaker do that. It sounds like a loose wire or connection. If it's the entire circuit doing that I would check the connections in the panel. The hot and neutral wire. Also make sure the breaker is seated properly on the bus bar in the panel. [COLOR=Red]BUT PLEASE BE CAREFUL becaues the panel is live.[/COLOR] If you have any doubts about what your doing either shut the main breaker off or call an electrician.

If it's not the entire circuit there might be a loose wire somewhere else and you'll just have to trace it down.

The usual problems are a loose neutral wire either in the circuit or at the panel. I would do what wirenutt suggests.If this is a intermittent problem it may take you a while to figure out why.Just check each outlet box for a loose wire. As you check each one make sure all is tight.I would start at the panel.
