Every time an item that draws a lot of electricity is plugged in, the lights on one side of the house dim for a few seconds and then come back to normal for a few seconds. This continues to happen until the item is off. For example if I plug the iron in the problem starts. There are a few outlets where this happens and I believe they are all in the same circuit. I already had two electricians look at it and both notice the problem, but neither could tell me what is wrong.

This kind of thing requires a electrician to diagnose in person most likely. I am surprised that the two you had out couldn't give you some idea of what the problem.
You might want to try someone from a larger firm. You could also consult first with your electric company. They might be able to shed some light (no pun intended) on the problem.
This kind of thing can run from a problem with the service drop leading to your house to your service panel to the wiring in your walls to a simple loose connection.
