I have to look at the schematic to say and have not seen it. I presume in order for the drum to spin it actually has to sense the water is draining. I am by no means a professional but based on what you say id look for and test the water level switch and associated hose/s. At least that would be a start. Could it be that though this washer is draining; but in the electrical sense it thinks it isn't draining?

just offering my opinion and my two cents

After the water is drained out, does the Washer Motor pause for a few seconds ?

NO ?

Try this: open the Lid for 5 seconds, the close the Lid...
when it goes into spin the drum does not move but the timer will complete the cycle.
RegUS_PatOff is right. Someone will need to listen to see if the motor pauses briefly between drain and spin. It must pause (see the following link) in order for the transmission to 'shift into gear' and drive the spin once the motor starts up again.

If the timer IS pausing the motor but the machine is still not going into spin, there is likely a problem inside the transmission. If the timer is NOT pausing the motor (and/or opening the lid after a drain causes the machine to start spinning once closed), the timer is likely defective.

BTW. You can not just start the machine at the drain or spin part of a cycle and make it work from that point on. Your washer design must agitate for a minute or two first to set up the transmission to go into spin mode when the pause occurs.

JFYI
