I dont have anypower in one of my circuit, checked all the outlets in that presumed circuit and what my tester shows "OPEN HOT" line, checked my fuse box and the circuir breaker is not tripped, this is my outside line circuit all the outlets are outside the house. What could be the problem?Am not sure if the fuse is busted, and if it was, how do you changed it. :(

You mentioned fuses and circuit breakers. While they accomplish the same function for the most part, I'm not sure if you have one or the other or both. In any case, you did mention that the circuit is powering the outside outlets. Therefore, you might have a GFCI (Ground Fault Circuit Interrupter) receptacle located within this circuit that is tripped. These types of receptacles have a TEST and a RESET button located directly on the receptacle and are rectangular in shape (Deco style). Additionally, if other receptacles are "wired in" downstream from the GFCI receptacle, they will not have any power as well. The GFCI receptacle would protect these other receptacles during and after a "fault" condition. Most homes built from the 1980's (or so) have these types (GFCI) receptacles or circuit breakers.
