I have a rotary shut off valve in the basement for the outside faucet. I turned it close very tight. However it did not shut off the water to the outside faucet. In fact the water comes out full force!! Can I replace the seal without removing the valve.

It is unusual for the valve to just fail completely. The only way I can picture that happening is if the valve stem broke off. If it did, then you'd probably know it.
Are you certain you didn't just turn it all the way open instead of all the way closed? Easy mistake.
Also, are you really sure that valve controls the water line to the outside faucet. If so, I think your only option is to replace the valve, because I don't think we are just talking about a worn seal in this case.

Thank you for your help. I checked turning it both ways and no luck. I think I'll end up replacing the valve.
