hi. i recently re-tiled my bathroom floor, took out the toilet, etc. everything went well until i put the toilet back in. it seems to flush ok but takes a long time to refill the tank before i can flush again. it did not do this before and when i shut the toilet off in the first place, the shut off valve was really tricky to completely shut off. i live in a condo and cannot shut off the water in my unit by myself and need to contact the manager. is the problem with the shut off valve or could it be something inside the tank? or should i replace both? please help. any advice would be appreciated...thanks

It could be either. I would disconnect the pipe from the shutoff and open up the valve a little to see if water is flowing properly from the shut off. You may have broken off something in the shut off valve that went into they fill up valve. Some fill up valves can be opened up but most are not worth the effort. You can replace both the shut off valve and the fill up valve pretty cheap.
