HELP PC did not BOOT

Hi, i have a computer pIII. While i was working with msapplication it suddenly hang. so, i decided to restart it but something weird happened after, the monitor did not function and only the red light of the CPU was on (the green was off). I try also to replace the hard drive and the memory RAM, the monitor but i hear NO beeping sound. Can anyone tell me the cause to this problem?

some IC must have burnt on your mother board due to high voltage. or your RAM may be damaged. just give your system for check up.
