learning to troubleshoot

Hi everyone,
I have recently been renovating my workshop. During the renovation, I lost power to the shop while using a radial alarm saw. The breaker box in the shop is of an old 240V screw fuse type. This box is being fed by the main breaker box that supplies ac to the house. Here's the problem -- I went ahead and replaced the 20 amp fuses -- this did not solve the problem. I am currently measuring 120volt at all of the outlets in the shop;however, if i turn on any light or plug up any device to any of the outlets I totally lose all power. The funny thing is that the breaker in the main breaker box does not trip and none of the fuses in the shop's breaker box open. If I turn the light off or unplug the device the 120 voltage source returns. It's like any load on the breaker kills all the voltage. Anyone have any clue?
