Question New Circuit Breaker installed and won't reset.

Forgot to turn off lamp, when plugging it back in, it shot sparks from wall socket in same room. Lost power to outlets on the same circuit breaker. We replaced the circuit breaker and it won't reset. We also swapped circuit breaker from one that was working with the same result. What should be try to check next? I'm wondering if the wire that connects to circuit breaker could be blown.

Does it stay in the OFF position ?

That would indicate there is still a "short" somwhere.

Probably in the outlet that you plugged the Lamp into.
