Default Outlet Problems

I have a dual outlet under my sink. One is controlled by a light switch for my garbage disposal and the other is always hot for my dishwasher. This goes to a dual light switch, as I stated one is for my garbage disposal and the other to a light over my sink. They all stopped working. I have replaced all switches and the outlet and it still doesn't work. When I test, the black (hot) with the white nothing happens. When I test the blac and touch the groung, the tester lights up. Whats causing ths and where should I go from here ?

You must have a loose white wire under a wire nut in the switch box. If not follow it back untill you find a loose white wire.
